After consultation with you and with
representatives of the Victoria Recreation Club we agreed that the proposal of the Admiralty are not satisfactory either as regards the Colonial Government or the Victoria
Recreation Club.
As regards the Government, the Admiral-
ty agree to pay a sum of $24,000 towards the costs of a new pier to be constructed to the west of the existing pier and in liet of Murray Pier, half of which will be rendered useless by the carrying out of the New Naval Works.
This is quite satiàfactory, but the
proviso that Murray Pier should then become Admiralty pro- perty is not so. Murray Pier is opposite the centre of an
mportant public road, it is very undesirable that the Naval Yard, or Admiralty property should over- lap this road, even though the area so overlapping was permitted to be used the Victoria Recreation Club as an

encroachment
at the pleasure of the Lords Commissioners of the Admiralty, The boundary line between Colonial and Admiralty property should remain as it is, about 10 feet Eastward of Murray
Pier.
As regards the Victoria Recreation Club

the proposal is also unsatiafactory. They would not have sut ficient room for a club-house on the plot marked A, nor would they naturally be inclined to spend a large sum of
money
